Preliminary Assessment Phase

The Preliminary Assessment is conducted towards the end of the Learning Stage to ensure that the Service being developed is heading in the right direction.

By that point, the Service Team should have completed the Discover Phase and made significant progress in the Design Phase, where they have undertaken the following activities:

  • Identify all potential user groups
  • Proceed with understanding the users and their needs.
  • Interview all stakeholders to understand what the service is trying to achieve.
  • Learn about any problems, constraints, and policies it faces.
  • Map down the “as-is” process.
  • Discover opportunities to improve the “as-is” process.
  • Define User Journeys based on various scenarios.
  • Try out different hypotheses and solutions to the problems.
  • Conduct user research to test the different solutions.
  • Focus on solving the whole problem for the users.

What is being Assessed

Most of the requirements of the first 2 sections of the Service Standard, Understanding User Needs, and Leading Agile Teams.

The Decision

The DSF Assessment Panel will decide whether the Service is “Aligned” or “Not Aligned” to the Service Standard

Aligned

The Service meets the Service Standard in the assessment areas and can proceed to the next implementation phase.

Not Aligned

The Service does not meet the Service Standard in all assessment areas and shall be reassessed as per the Service Assessment Report. A re-assessment of the Service shall take place (new session) until the Service receives an “Aligned” decision from the DSF Assessment Panel.
